Elected as the Preceptor (CEO) of Hutchesons Hospital by its Patrons - From the Minutes of the Patrons on 22 October 1776, "The Patrons unanimously agree to request Andrew Cochrane, Preceptor, for his long and faithful services to the public, particularly for the great care and attention he has long paid to the affairs of the Hospital, and the increase of funds thereof by his diligent management, to sit in order to get his picture drawn, to be hung up in the Laigh Council Chamber." Most Preceptors were either the Provost or a Bailie on the city Council, and ceased to be reelected after they left the city Council. However, Andrew served as Preceptor after he left the Council, continuously for over 40 years, longer than anyone else, until his death in 1777. In 1777, James BROWN, a merchant in Glasgow and heir of Andrew COCHRANE, donated £100 to the Hospital, "out of respect to him, and knowledge of his intention to make a bequest to the Hospital."
Landowner George HUTCHESONS founded the hospital in 1639 for old Glasgow merchants with land and funds, and his brother, Thomas, founded a free school for underpriviledge boys, both in a new facility on Trongate. (Current location: Intersection of Hutcheson St. & Trongate St.; Lat 55.8576 N, Lon 4.2484 W) It was torn down in 1795 and a new hospital was built on Ingram Street.

Elected as Bailie of the merchant rank - A Bailie was a deputy to the Provost, the head magistrate (mayor) of the city. They were elected for a three year period. On October 15, he was appointed "from time to time for the year ensueing [sp], to take the inspection of the wheat bread and see the same to be well baken [sp], of fine flower [sp] and weight, conform to the statut [sp] to be made, and to confiscat [sp] whereof they find insufficient and to punish the transgressors; . . ." [Extracts from the Records of The Burgh Of Glasgow, A.D. 1718-1738, with Charters and Other Documents, A.D. 1708-1738] Others were appointed to inspect the production tallow and candles, all to protect the citizens of Glasgow.
