He was involved in a civil rights action while working as Manager of the Kansas Memorial Union - A some black people from The Plaindealer, a black newspaper headquartered in Kansas City (KS), were refused service at a soda fountain by him unless they sat in a segregated area, which they refused to do. He explained that he was carring out the University's policy, and that he would lose his job if he went against the policy. The group then went to see his boss, the Dean of Students in the University, who confirmed the policy. According to the newspaper, this policy was against Kansas state laws at that time.

While working for the FBI during World War II, he was involved in the investigation, and testified at the trial that produced a conviction, of 27 German spies - The indictment is documented as No. 2017c in the District Court of the United States for the District of New Jersey during the April Term, 1943.
After sentencing, the judge praised the FBI saying in part, "As to the investigative work, if I am any judge as to how the case was prepared, the convictions were produced largely through their efforts." An internal FBI Office Memorandum stated, "It is the feeling of myself and the Supervisors on German matters that the praise recieved by the bureau from Judge Meaney is due in no small part to the investigative activities of SA [Special Agent] Cochrane, as well as his demeanor during the course of the trial and his assistance in the preparation thereof." One of the prosecuting attorneys also stated that she had collabrated with him for 8 months in preparation, admiring his efficiency and conscientiousness, contributing very substantially to the success of the case.
He recieved an increase in pay and a personal letter of recognition from the FBI Director, J. Edgar Hoover, for his meritorious work on the case.

"William W. Cochrane, 67, of 9723 Ensley Lane, Leawood, [KS] administrative law judge for the Social Security Administration, died Saturday at St. Luke's Hospital [Kansas City, MO].
"Mr. Cochrane practiced law 21 years and was former prosecuting attorney for Jackson County [MO]. He was associated with the Gordon-Jensen-Cochrane law firm and was a partner of the Normon P. Gordon firm.
"He was a special agent for the FBI, former president of the Missouri Association of Republicians and a member of the Judicature Society, the American and Kansas City bar associations and the Missouri Bar.
"He was graduated from the University of Kansas and was a member of the Delta Tau Delta fraternity and the Phi Delta Phi legal fraternity.
"He was a board member of the St. John's United Methodist Church. He was born in Atchison, Kan., and had lived in this area most of his life.
"He leaves his wife, Mrs. Marie Cochrane of the home; two sons, Winston Cochrane, Clinton, N.J., and David R. Cochrane, Denver; a daughter, Miss Anne Marie Cochrane of the home; a sister, Mrs. William Hunter, Fresno, Ohio; and four grandchildren.
"Services will be at 10 a.m., Tuesday at the church; burial in the Olathe [KS] Cemetery. Friends may call from 7 to 8 p.m. today at the Mount Moriah Chapel. The family suggests contributions to the William Cochrane Memorial Fund at the church."
